It appears to be a variation of the Royal College of Art Secret auction where in November, postcard sized art from the famous and unknown sells for £40.
Buyers choose and pay for a piece of art they like, or feel they recognise or seems to have potential but they buy the artwork without knowing who it is created by (and hence, its financial value) as the signature is on the reverse. Choosing your artwork is for the collector's eye.

RGI runs at The Kelly Gallery in Glasgow until 19th December, featuring almost 200 ‘postcard-size’ paintings.  The work has been contributed by many of Scotland’s most successful leading contemporary artists whose work is more usually exhibited internationally but can be purchased - at this event only - for a modest £250.
 
They include Helen Wilson, George Devlin, Simon Laurie, John Inglis, Jack Knox, James Spence, Philip Reeves and Charles MacQueen

The RGI’s Christmas exhibition will take place at The Kelly Gallery, 118 Douglas Street, Glasgow from Friday, 4 December until Saturday, 19 December 2009. Admission is free, and the show is open Monday to Friday, from 10.30am until 5pm.  Saturday opening hours are 10.30am until 1pm.
